Dirk Phillips is counsel in Arnold & Porter LLP's Washington, DC office, and a member of the firm's appellate and Supreme Court practice group. His practice focuses on appellate and trial litigation. Mr. Phillips has experience handling a broad range of matters pending before appellate courts across the country. He also represents clients in cases pending before the Supreme Court at both the certiorari and merits stages.
Prior to joining Arnold & Porter, Mr. Phillips served in the Appellate Section of the Civil Rights Division at the US Department of Justice. While there, he briefed and argued a wide variety of civil and criminal matters in federal appellate courts. He also worked with the Office of the Solicitor General on cases pending before the Supreme Court. During his tenure at the Department, Mr. Phillips received four awards for superior performance.
Before joining the Department of Justice, Mr. Phillips was a member of the Supreme Court and appellate practice at another national law firm. Earlier in his career, he served as a law clerk to The Honorable James C. Cacheris of the US District Court for the Eastern District of Virginia, and to The Honorable Jane R. Roth of the US Court of Appeals for the Third Circuit.
