Paul Howard is an associate in the Washington, DC office of Arnold & Porter LLP, where his practice focuses primarily on federal legislative and public policy issues relating to insurance regulation. Mr. Howard has also counseled clients on federal, state and local lobbying registration and disclosure matters, as well as campaign finance and election law matters. His practice also includes advising foreign and domestic clients on compliance with US financial sanctions on Iran, Cuba, and other countries.
Prior to joining Arnold & Porter, Mr. Howard was an associate in the Washington, DC office of Dewey & LeBoeuf. Mr. Howard began his career in Washington as a legislative assistant to U.S. Senator Susan M. Collins (R-ME), where he advised the Senator on a variety of issues, including labor, technology/telecommunications, and veterans programs. He received his B.A. from Bates College in 1998 and is a 2008 graduate of the Georgetown University Law Center.
