Practice Focus

Maureen Jeffreys, a partner in the Washington, DC office, provides regulatory, transactional, and litigation counseling to wireline, wireless, cable television, media, and Internet clients. She represents these clients before the Federal Communications Commission (FCC), the National Telecommunications and Information Administration (NTIA), and elsewhere. She assists clients in all aspects of communications-related transactions. Ms. Jeffreys advises clients regarding federal and state laws and federal regulations applicable to Internet Protocol-based telephone and video services. Her representation of media clients focuses on federal regulatory compliance, including obtaining approval for mergers, advising public broadcasters on the unique regulatory issues they face, and counseling on such issues as indecency, equal employment opportunity, political broadcasts, and cable carriage requirements.

Ms. Jeffreys is a co-author of the annual publication Recent Developments in Cable Law.

Before joining Arnold & Porter LLP, Ms. Jeffreys was a judicial clerk for the Honorable Lesley Wells of the United States District Court for the Northern District of Ohio.

Prior to her graduation from law school, Ms. Jeffreys was a summer associate and a law clerk at Arnold & Porter and was a summer associate at a large law firm in Chicago, Illinois.

Representative Matters

  • Assisted AT&T Inc. (formerly SBC) with every major telecommunications merger since joining the firm in 2001
  • Represented a national cable company in complex local administrative proceedings and related federal litigation in order to obtain cable franchise renewals
  • Successfully challenged a newspaper attempt to acquire control of a broadcast station without FCC consent
  • Represented the PBS in opposing the FCC's indecency finding against public television Station KCSM for airing the Martin Scorsese documentary "The Blues: Godfathers and Sons" 
  • In November 2006 participated in a panel presentation hosted by the Public Broadcasting Service (PBS) to approximately 200 public television and radio counsel regarding the FCC's indecency standard and federal appeals of recent FCC indecency enforcement decisions.
  • Defended television and radio stations in indecency enforcement proceedings before the FCC
  • Advised broadcast stations on the complex regulatory requirements related to the 2009 transition to digital television
  • Advised foreign carrier on application of requirements of the US Universal Service Fund (USF) requirements
  • Represents manufacturers in FCC enforcement proceedings involving FCC equipment authorization requirements
  • Advises foreign clients on US communications laws

  • Serves as a director of the District of Columbia Arts Center (DCAC), a nonprofit organization located in the Adams Morgan neighborhood of Washington, DC. DCAC supports emerging artists who are trying to get a foothold in the public arena.
