Stephanie Phillipps specializes in telecommunications regulatory, legislative, administrative, and litigation matters. She is an experienced advocate before the Congress, the Federal Communications Commission, and other regulatory agencies and public bodies. Ms. Phillipps has counseled clients on compliance with transactional regulatory requirements at the federal, state, and local levels. She has represented government and commercial clients in the negotiation of agreements for cable television systems, other video programming systems, and telecommunications facilities. She has also provided strategic advice to those clients in connection with litigation, legislation, and policy in the telecommunications, cable, and video programming areas. Ms. Phillipps also advises national organizations on corporate governance and policy issues.

  • Provides strategic advice on regulatory and policy issues in connection with transactions involving companies' telecommunications.
  • Represented Comcast Cable in franchise renewal litigation and administration proceeding involving the cable system in San Jose, CA.
  • Represented Comcast Cable in contested administrative franchise renewal proceeding before City Council in Brentwood, California.
  • Represented the City of White Plains, New York, in connection with adoption of a telecommunications ordinance and subsequent court challenge to that ordinance.
  • Provided strategic advice on regulatory and policy issues governing entry into the multichannel video marketplace and ongoing advice on regulatory issues affecting operations and program acquisition.
  • Assisted SBC Communications (now AT&T) in obtaining FCC regulatory approval of acquisition of BellSouth.
  • Assisted SBC Communications (now AT&T) in obtaining local regulatory approvals of the transfer of control of cable franchises in connection with SBC’s acquisitions of Ameritech and BellSouth.
  • Provided strategic advice on cable franchising, administrative, and renewal issues.
  • Participated in various FCC rulemakings to implement and interpret the provisions of the 1984 and 1992 Cable Acts and the 1996 Telecommunications Act.
