Taylor Holmes focuses her work on a variety of policy areas, including appropriations, financial services, transportation and infrastructure, technology and national security. She conducts research and monitors developing policy issues to aid clients and engage with members of Congress and the Executive Branch. Ms. Holmes works closely with and advises clients on a wide range of regulatory and legislative issues related to financial regulation, insurance, tax, and technology.

Prior to joining Arnold & Porter, Ms. Holmes gained valuable experience in higher education policy and government relations. She worked for a university system as a student fellow in their office of governmental relations. In this role, she worked on issues impacting state higher education policy.
