Peter McKeen is a procurement analyst in the firm's Washington, DC office. Mr. McKeen began his procurement career after graduate school when he worked in contract administration for a Washington, DC-based government contractor. He has also worked as a procurement analyst for a number of law firms specializing in procurement law, performing research and analysis on the full spectrum of contract administration and procurement law issues. He also has extensive involvement in educating the acquisition workforce. He is an adjunct professor at the University of Virginia, where he teaches courses in procurement law and contracts management in the University's Procurement and Contracts Management Program. Mr. McKeen has authored course materials and academic papers on procurement law and contracts management topics, and participates in academic workshops and conferences promoting the study and reform of national procurement systems.
The breadth of Mr. McKeen's experience covers the entire procurement process from pre-award to contract closeout. He monitors policy and regulatory changes affecting federal procurement; analyzes contract documents, including due diligence contract reviews, procurement-related statutes, agency contracting guidance, and case law on federal procurement issues; and prepares articles for publication on contracts-related topics. Mr. McKeen also has experience with contractor compliance investigations.
Mr. McKeen has extensive experience with the small business contracting programs offered by the US Small Business Administration and provides guidance to clients and firm attorneys on these programs. He has assisted clients in gaining admission to and participating in the SBA's 8(a) Business Development Program and other small business contracting programs. Relevant research experience covers a wide range of federal, state, and local procurement issues, including agency source selection, small business, GSA Schedule contracts, electronic commerce, FOIA, contract administration issues, and claims before federal agencies, administrative boards and courts. His extensive background in the field of government contracts has provided Mr. McKeen with an in-depth knowledge of the FAR, DFARS, and related procurement regulations and statutes.
