David Metzger is a retired partner of the firm. His practice included all aspects of federal contracting law, including litigation, bid protests, claims, contract administration, intellectual property, and enforcement. He is widely known for his work on the Small Business Innovation Research Program (SBIR), and over the course of his career presented more than 160 times on the subject.

His familiarity with SBIR goes back to his experience on Capitol Hill, and as the SBA Director of Innovation and Procurement Policy. Mr. Metzger also served four years on Capitol Hill as an Administrative Assistant to a US Representative and as Staff Director to the House Subcommittee on Energy, Environment, Safety and Research prior to entering private practice. His practice included mergers and acquisitions of government contractors, novations, teaming and joint venture agreements, commercial items, employment, Ethics in Government Act issues, FOIA requests, General Services Administration Schedules and Government-Wide Acquisition Contracts, past performance, and organizational conflicts of interest.

He handled bid protests before the Government Accountability Office, cases before the Court of Federal Claims, small business appeals before the Small Business Administration (SBA) Office of Hearings and Appeals, and state court litigation.

As part of his intellectual property practice, Mr. Metzger advised both SBIR and non-SBIR firms on data rights and patent protection under the FAR, DFARS, and other FAR supplement clauses, and on trademark, patenting, licensing, and other issues. He assisted clients with investigations and fraud allegations by the Department of Justice and Inspectors General, audits and cost and pricing disputes with DCAA, subpoenas, enforcement, suspension and debarment, and compliance issues.
