Satya Thallam brings a track record of successfully navigating arcane policy, procedural, and oversight challenges during his time in Congress, the White House, the private sector, and policy research organizations.

Prior to joining the firm, Satya was the in-house head of policy and advocacy for a global biotechnology company where he provided guidance to C-suite and other critical corporate stakeholders, established a network of relationships with patient and other advocacy groups, and implemented an outreach and policy risk mitigation strategy leading to a successful multibillion dollar public capital market offering.

Previously, he was a senior official at the White House Office of Management and Budget, where he helped lead the regulations office, overseeing interagency coordination, review, and negotiation for all significant executive branch agency rulemakings.

His time at the White House included work on numerous landmark Executive Orders, hundreds of COVID-19 response policies, and leading regulatory process reforms, all across over a dozen cabinet agencies. His time in public service began as a senior advisor (and Chief Economist) to the Senate Committee on Homeland Security and Governmental Affairs, where he was the Senate lead on Administrative Procedure Act and other Title 5 legislation. He was also the committee's point person on other areas running the breadth of its jurisdiction, which included presenting procedural arguments before the Senate Parliamentarian, coordinating with House and Senate leaderships, and frequently speaking before trade associations and national professional conferences.

Satya's public policy experience began as a policy expert and instructor at several university-based and independent think tanks, with a particular focus on financial services and banking. In these roles as a subject matter expert, he has appeared on national television programs, authored numerous policy reports and Congressional testimonies, and taught graduate level and law school seminars. Prior to coming to Washington, he was a Ph.D. candidate in economics.
