Charles Landgraf is a member of the firm's Legislative & Public Policy and Financial Services practice groups. He has extensive experience representing a broad range of clients in the financial services, technology, energy, real estate, and higher education sectors on difficult legislative and regulatory problems before Congress, the Administration, and various regulatory agencies. He assisted in drafting the 1993 Russian insurance law, and has advised the China Insurance Regulatory Commission on regulatory development.

Prior to joining Arnold & Porter, Charles was the Managing Partner of Dewey & LeBoeuf's Washington, D.C. office. He has a working knowledge of Russian and Thai.

Experience

  • Major UK-based group in securing a U.S.-EU "covered agreement" on insurance/reinsurance prudential agreement and, following Brexit vote, securing parallel U.S.-UK covered agreement, including Congressional acquiescence.
  • Multiple companies and trade associations in the development and passage of the Terrorism Risk Insurance Act of 2002 (TRIA) and the successful efforts to renew the TRIA program in 2005, 2007, 2014, and most recently 2019.
  • Public company in a SDNY and IRS investigation of alleged avoidance of U.S. federal excise tax (FET) in connection with a foreign export credit agency program.
  • Multiple companies and trade association in connection with the development and enactment of Title V of the Dodd-Frank Wall Street Reform and Consumer Protection Act, both with respect to the creation of the Federal Insurance Office and the passage of the Nonadmitted and Reinsurance Reform Act, and implementing rulemakings.
  • Multiple companies in government investigations relating to export control enforcement, including alleged violations of the International Traffic in Arms Regulations (ITAR), Office of Foreign Assets Control (OFAC) sanctions, and United Kingdom and United Nations sanctions. For some of these clients, developed and obtained adoption a key safe-harbor provision in the Comprehensive Iran Sanctions Accountability and Divestment Act (CISADA), secured carry-forward of this provision in subsequent U.S. Iran sanctions legislation.
  • National trade association in the formation and approval of Policyholders Benefit Corporation, jointly financed by the nation's private mortgage insurers (PMI), to assume non-defaulted insurance obligations when the then-largest PMI insurer was put into liquidation during the S&L crisis.
  • Multiple energy companies in securing legislation relating to electric power transmission and supply, liquefied natural gas project development, and nuclear power and renewable energy regulatory and tax policy.
