July 30, 2008

NEW YORK, July 30, 2008 -- Arnold & Porter LLP announced today that healthcare lawyers Jeffrey Ruggiero and Andrew Bogen have joined in New York. They will focus on regulatory and compliance matters, commercial litigation, fraud and abuse matters and corporate transactions relating to healthcare service providers and hospitals. They join colleagues Alan Reider, Allison Shuren, Paul Rudolf and Thomas Gustafson, a healthcare regulatory team who arrived in the firm's Washington office earlier in this month, along with associates Anthony Choe and Nicole Liffrig Molife (Washington), and Chandra Branham (Northern Virginia).

"Jeff and Andy bring a broad range of skills and experience to our practice group and to our healthcare clients," said Daniel Kracov, head of Arnold & Porter's FDA and Healthcare group. "Their on-the-ground presence in New York will be an added benefit to our clients, many of whom are based in that region."

Mr. Ruggiero represents a variety of healthcare providers in corporate transactions, as well as in related regulatory, licensure and litigation matters. His recent practice has focused on mergers, acquisitions, dispositions, joint ventures and other transactions for hospitals and other health providers primarily in the New York region. He represents healthcare providers on Medicare and Medicaid fraud and abuse issues, "Stark" self-referral laws and the development and implementation of compliance programs. He has represented clients in a number of significant litigations, including one of the largest Medicaid fraud investigations in New York State.

Mr. Bogen represents all types of healthcare service providers, including hospitals, long-term care companies, institutional pharmacies and large physician groups in connection with all of their complex business matters and transactions, including acquisitions, dispositions, joint ventures, financial arrangements and real estate. Among other matters, he oversees large multi-state transactions and national industry "roll-ups."  He also spends substantial time representing financial institutions in connection with their lending activities with healthcare providers. A number of Mr. Bogen's deals have been featured in The American Lawyer and The National Law Journal.

With the addition of these nine healthcare team members, some sixty lawyers from the firm's FDA and Healthcare group are now practicing in the US and Europe, many of whom have previous government agency experience or have served as medical doctors, scientists and public policy specialists. The practice group serves clients in the pharmaceutical, biotechnology and medical device industries, as well as hospitals, physician groups and other healthcare services providers. The team has in-depth experience in advising on complex regulatory and compliance challenges, with the ability to handle transactional matters and commercial litigation.
