Anthony J. Samson

Senior Attorney and Policy Advisor

Anthony Samson manages Arnold & Porter's California Government Affairs practice in Sacramento. In this capacity, he advocates for Fortune 100 companies and national and statewide trade associations before the California Legislature, the Governor's Office, and regulatory agencies on a broad range of policy issues, with an emphasis on legislation and regulations pertaining to consumer products, privacy and data security, energy, life sciences, environmental quality, transportation, Proposition 65, Green Chemistry, and the California Environmental Quality Act (CEQA). Mr. Samson—a licensed California attorney and former litigator—is recognized as one of the most substantive and hard-working lobbyists in the Capitol community, having been at the forefront of some of the most high-stakes legislative and regulatory negotiations in California. According to Allan Zaremberg, President and CEO of the California Chamber of Commerce, "Anthony's sharp political mind combined with his deep knowledge of California's complex laws make him an expertly qualified lobbyist in both the legislative and regulatory arenas."

Before joining the firm, Mr. Samson was a Policy Advocate at the California Chamber of Commerce, the largest business advocacy organization in the state, with more than 14,000 member companies. While at CalChamber, Mr. Samson became known for his ability to assemble large industry-wide coalitions to achieve positive outcomes on dozens of legislative and regulatory proposals.

Mr. Samson's advocacy capabilities are coupled with a legal background. Prior to working at CalChamber, he was a land use and environmental litigator, defending a variety of land use projects from legal challenges brought under CEQA, the Surface Mining and Reclamation Act (SMARA), and local planning and zoning laws. Mr. Samson also served as a Deputy Attorney at the California Department of Transportation and worked directly under the Deputy Chief of Staff for Governor Arnold Schwarzenegger.

Mr. Samson received his JD from Michigan State University College of Law, where he served as Articles Editor to the Michigan State Law Review. He received a BA in Law and Society from the University of California, Santa Barbara.
