FCC Adopts Technical Service Rules for the Public Safety Broadband Network
The FCC recently released a Second Report and Order adopting technical service rules that will govern the spectrum that will be used for the deployment of a nationwide public safety broadband network by the First Responder Network Authority (FirstNet). The Middle Class Tax Relief and Job Creation Act of 2012 established FirstNet as an independent authority within the National Telecommunications and Information Administration. In November 2012, the FCC granted FirstNet the license to use two spectrum blocks, the existing public safety broadband spectrum and the adjacent D Block spectrum. In March 2013, the FCC released a Notice of Proposed Rulemaking seeking comment on the technical service rules adopted in the Order.
