Arnold & Porter's Public International Law practice is led by a team of former senior US government and international organization officials with exceptional international law experience. These include former US State Department Legal Adviser John Bellinger, former Deputy Legal Adviser Samuel Witten, former Assistant Legal Adviser Jeffrey Smith (who later served as General Counsel of the Central Intelligence Agency), former Assistant Legal Adviser Paolo Di Rosa (who also heads the firm's International Arbitration practice), and former US Executive Director of the World Bank Whitney Debevoise.
