Shampa Panda-Bryant practices in environmental and natural resources law, with an emphasis on litigation, regulatory compliance, and defense against government investigations and enforcement actions. She maintains an active pro bono practice focused on protecting progressive priorities including reproductive rights against challenges using the regulatory process.
Shampa draws on her experience as a Trial Attorney in the Environment and Natural Resources Division of the U.S. Department of Justice, where she litigated actions in federal district courts across the country under statutes, including the Endangered Species Act, Migratory Bird Treaty Act, and Magnuson–Stevens Fishery Conservation and Management Act. She personally argued dispositive and emergency motions in multiple district courts, and served as the lead or co-lead counsel in district court litigation defending agency regulations, approvals, and permits. She joined the Justice Department through the Attorney General’s Honors Program.
Shampa served as a judicial law clerk for the Honorable Henry F. Floyd of the United States Court of Appeals for the Fourth Circuit and the Honorable David C. Norton of the U.S. District Court for the District of South Carolina. She is a graduate of the University of California at Berkeley School of Law, where she was the Senior Articles Editor of the Ecology Law Quarterly, and the University of North Carolina at Chapel Hill.
