Tom has represented and advised businesses, individuals, and public agencies in a wide range of civil disputes. He has guided clients through all phases of litigation, ranging from pre-dispute advising and risk assessment to responding to new lawsuits, managing discovery, negotiating favorable settlements, and drafting and arguing various pre-trial and trial-related motions in state and federal court. Tom also dedicates significant time to mentorship and pro bono work with an emphasis on tenants' rights. Tom's clients appreciate the dedication, practicality, and strategic thinking that he brings to his practice.

Tom joined Arnold & Porter after serving as a judicial law clerk to the Honorable Ana de Alba of the U.S. Court of Appeals for the Ninth Circuit, where he assisted in resolving complex and high-profile civil and criminal cases. Prior to law school, Tom served as a legislative aide to a U.S. Senator and in the legislative affairs office at the National Aeronautics and Space Administration (NASA) in Washington, D.C.
