Ambassador Shannon, former Under Secretary of State for Political Affairs, explained that a recent endorsement of Maduro by Brazilian President Luiz Inácio Lula da Silva could weaken the Biden administration's approach to Venezuela, as it might convince Maduro that he doesn't need to concede to Western pressure.
