Former EPA Attorney Stacey Halliday Discusses Regulatory Uncertainty Around California’s Compostable Packaging Law in Packaging Dive

Stacey Halliday, Environmental partner and former attorney at the U.S. Environmental Protection Agency, was quoted in the Packaging Dive article, “California compostable packaging restriction could have ‘chilling effect.’” The piece examines California’s AB 1201, a law that may limit the use of compostable labels on packaging unless products meet specific organic input standards by 2026.

Halliday described the AB 1201 situation as “one component of a very volatile and challenging space where regulators are not necessarily all speaking to each other in real time.” In the face of ongoing uncertainty, she advised companies to review their portfolios and prepare for the possibility that a compliance extension is not granted, emphasizing the need to evaluate “what levers [they] need to pull, and where [they] can mitigate risk.”
