Allison Rumsey Weighs in on Congressional Efforts to Reform NEPA in Law360
Allison Rumsey, co-chair of Arnold & Porter’s Environmental practice group, was quoted in the Law360 article, “Court Limits in Congress’ NEPA Reform Push Spark Debate.” The article explored congressional efforts to accelerate environmental permitting through proposed legislation, including the SPEED Act and a bipartisan Problem Solvers Caucus framework.
Allison noted that while lawmakers share a general consensus on the need for permitting reform, agreeing on specific provisions has proven difficult.
“I think there’s a lot that’s really good,” she said of the efforts. “But the devil’s in the details. What happens when they go to pound out the specifics? There’s a consensus that something needs to be done, but what? And then they just don’t agree. It’s like Groundhog Day all over again. So I’d love to be optimistic.”
