Chemical Watch Quotes Former EPA Attorney Lawrence Culleen on U.S. Government Shutdown’s Impacts on EPA Chemical Reviews

Lawrence (Larry) Culleen, Arnold & Porter Environmental partner and former manager in various U.S. Environmental Protection Agency (EPA) chemical regulatory programs, was recently quoted in the Chemical Watch article, “US government shutdown likely to bring TSCA programme to a standstill.”

Larry said companies submitting pre-manufacture notices (PMNs) and significant new use notices (SNUNs) “likely will be very frustrated with the delays created by a government shutdown on the overall review process.”

“Many businesses that supply specialty chemicals often are under considerable pressures to provide such substances to their customers in accordance with timelines established well in advance, often based on estimated dates for EPA authorisations to be issued,” Larry explained. “A government shutdown will play havoc with business plans such as those.”
