Bellinger Named to DHS Homeland Intelligence Experts Group

John Bellinger, co-chair of Arnold & Porter’s Global Law and Public Policy group, was recently named to the U.S. Department of Homeland Security’s (DHS) Homeland Intelligence Experts Group. The newly established group, which is composed of private sector individuals, will provide DHS’s Offices of Intelligence and Analysis and Counterterrorism Coordinator with “their unique perspectives on the federal government’s intelligence enterprise.”

Those named to the Homeland Intelligence Experts Group include former senior intelligence officials, journalists, and prominent human rights and civil liberties advocates. The group will meet four times annually to provide input to DHS on a wide range of subjects, including the Intelligence & Analysis Office’s “most complex problems and challenges, including terrorism, fentanyl, transborder issues, and emerging technology.”

A globally recognized expert on international law, Bellinger previously served as the Senate-confirmed Legal Adviser for the U.S. Department of State and as Senior Associate Counsel to the President and Legal Adviser to the National Security Council (NSC) at the White House in the George W. Bush Administration. Bellinger focuses his practice on assisting a broad range of U.S. and non-U.S. clients to resolve complex and politically sensitive issues and international legal disputes in the United States and around the world.
