The Hill Names Eugenia Pierson and Kevin O’Neill to ‘Top Lobbyists 2025’ List

Arnold & Porter’s Eugenia Pierson and Kevin O'Neill were recently named to The Hill's “Top Lobbyists 2025” list. The annual list features the “industry’s savviest, most influential, and well-connected advocates across Capitol Hill” in 2025.

Eugenia, chair of the Legislative & Public Policy practice group, has been named to the list every year since 2015. She leads the group in assisting a wide range of clients in the development and implementation of legislative and regulatory strategies. With a core focus on healthcare policy, she brings nearly 25 years of experience to lead advocacy efforts for life sciences and healthcare provider clients.

Kevin, named to the list every year since 2013, helps clients develop and implement innovative strategies to navigate federal legislative and executive complexities to achieve their broader business objectives. He has almost 25 years of lobbying experience leading team representations of Fortune 500 corporations, other domestic and foreign corporations, associations, healthcare systems, universities, units of local governments, and foreign sovereigns. In 2025, Chambers and Legal 500 have both named Kevin among the top government relations attorneys in the United States.
