Ken Miller is a strategic transactions lawyer with more than 25 years of experience leading complex, high-value, multiparty transactions in technology, life sciences, and global health. Ken works with life sciences organizations, technology companies, foundations, and research institutions on collaborations, licensing, development, manufacturing, and commercialization. He has a particular interest in the growing intersection of AI and life sciences.
Ken joined Arnold & Porter from the Gates Foundation, where he served for over a decade, most recently as Deputy General Counsel. In that role, Ken led legal strategy for the organization’s $1.8 billion global health portfolio, structuring transactions that have transformed how life-saving therapies are developed, manufactured, financed, and delivered to the people who need them most. This included the global tuberculosis vaccine program, a landmark public-private initiative spanning pharma, philanthropic capital, and global health organizations, now in Phase 3 clinical trials with 20,000 participants across five countries.
Ken served on the Foundation’s Legal Leadership Team, Global Health Executive Leadership Team, and advised the board of the Gates Medical Research Institute, the Foundation’s biopharma product development organization.
Prior to joining the Gates Foundation, Ken spent 17 years in private practice, including ten years as a partner in a leading law firm’s Technology Transactions group, where he built a technology transactions practice focused on strategic licensing, IP acquisitions, investments, collaborations, and M&A. His technology transactions experience spans a wide range of industries, including life sciences, semiconductors, hardware, and software, enabling him to structure complex transactions where these sectors increasingly converge.
At Arnold & Porter, Ken works in close collaboration with the firm’s tax-exempt practice, providing integrated counsel across complex multiparty transactions, impact investing, and commercialization in life sciences and public health.
