Andra Popa is an attorney with Arnold & Porter’s Commercial Litigation and Environmental practice groups. Andra represents Fortune 500 companies in complex litigation, antitrust class actions, and environmental litigation across state and federal courts and in government investigations. Andra primarily focuses in eDiscovery matters. Her experience includes quality control review, legal privilege review, privilege logging, deposition preparation, and other fact development. Further, she has a strong background in public service, environmental, and international law and actively supports the Environmental Practice Group’s business development and pro bono initiatives. Andra is also active in pro bono matters pertaining to unlawful detention, unhoused population, and immigration. Most recently, she worked in partnership with the Legal Services of New York City assisting legal residents on a naturalization matter.
Before joining the firm, Andra practiced as an environmental attorney on complex contamination matters pertaining to superfund and PFAS, and served at the U.S. Environmental Protection Agency at headquarters and regional offices where she contributed to national rulemaking, enforcement and climate change mitigation under the Clean Air Act, and contributed to the development of national water-quality policy guidance. Earlier in her career, Andra held domestic positions in environmental law and policy across the nonprofit, government, and private sectors and served at the United Nations Environment Program among other international organizations. She is trilingual, fluent in English, French, and Romanian.
