Ambassador Barbara Leaf Discusses Iran Negotiations on Bloomberg TV

Arnold & Porter Senior International Policy Advisor and former U.S. Ambassador Barbara Leaf appeared on Bloomberg TV to discuss recent developments in negotiations with Iran.

Amb. Leaf described the current state of discussions as “very confusing,” citing inconsistent public statements from U.S. leadership and conflicting Iranian responses on progress. She noted that while formal negotiations have not yet begun, communication channels through intermediaries — including Pakistan and Turkey — appear to be open, with Iran engaging indirectly if not directly with the United States.

She also addressed uncertainty surrounding Iran’s leadership, observing that recent disruptions within the government have complicated who to negotiate with. “What is clear is there is a consolidation of the hardliners,” Amb. Leaf said, adding that despite leadership changes, the nature of the regime remains unchanged.

Turning to the situation in the Strait of Hormuz, Amb. Leaf emphasized that “military means alone are not going to solve the problem.” She underscored the importance of diplomatic engagement to ensure the reopening and security of this critical global energy corridor, noting that such efforts would require coordination among NATO allies and Gulf states.
