Mark Epley Talks Federal Tax Developments with Law360

Arnold & Porter Legislative & Public Policy partner Mark Epley was recently quoted in the Law360 article, “Top Federal Tax Policies Of 2026: Midyear Report,” discussing the most consequential developments in federal tax policy from the first half of 2026.

Regarding proposals to make administrative changes to the Internal Revenue Service, Mark highlighted the importance of bipartisan agreement in producing lasting improvements.

“In the absence of reconciliation, the only way to do tax legislation — or anything for that matter — is through genuine, bona fide, bipartisan agreement, and, as it happens, those are sort of the most durable changes,” he said. “Improving tax administration is something around which the two parties have been able to find consensus.”

As lawmakers work on IRS funding legislation ahead of the start of the fiscal year in September, Mark also noted that a sufficiently funded IRS is essential, yet often difficult to achieve.

“This has been a challenge for well over 10 years,” he said. “No spending bill can be passed without bipartisan consensus, which means that you need to get bipartisan consensus around the right level of funding for the IRS.”
