Rick Beckner Joins Arnold & Porter’s Telecommunications Practice in Washington, D.C.

WASHINGTON, D.C., September 4, 2025 — Arnold & Porter announced today that C. Frederick “Rick” Beckner III has joined the firm’s Telecommunications, Internet & Media practice as a partner, resident in Washington, D.C.

Maureen Jeffreys, chair of Arnold & Porter’s Telecommunications, Internet & Media practice, said: “Rick is well known for his breadth of experience, prodigious knowledge of telecommunications law, and impressive record of success across technology sectors. His background, both in government service and private practice, will undoubtedly be an asset to the group. We are thrilled to welcome him to the firm.”

Beckner is an established regulatory and appellate attorney practicing in the telecommunications, technology, and energy sectors. He regularly advises market-leading technology clients on complex regulatory and antitrust issues. He has appeared before federal district courts, courts of appeals, and the U.S. Supreme Court, and has handled enforcement investigations and merger proceedings before the Federal Communications Commission, the Federal Trade Commission, and the U.S. Department of Justice. From 2006 to 2009, Beckner served as Deputy Assistant Attorney General in the Civil Division of the U.S. Department of Justice, overseeing the Torts Branch and the Office of Consumer Litigation, managing national security, environmental law, and consumer protection disputes. He was responsible for civil and criminal enforcement of the Food, Drug, and Cosmetic Act and the Federal Trade Commission Act, and has argued cases involving sovereign immunity, constitutional law, and administrative law before federal appellate courts.

Beckner earned his J.D. from Georgetown University Law Center, where he served as Notes Editor of the Georgetown Law Journal, his M.S. from the University of Michigan, and his B.S. from the Johns Hopkins University.
