The increase in government spending in the last decade has predictably led to an increase in government oversight and enforcement activity. The Department of Justice, the Offices of Inspector General, and other enforcement entities within individual agencies have become more active, both in the pursuit of fraud allegations against contractors and their use of the "contractor death penalty" of suspension and debarment. The rules of contracting have changed as well, and contractors face significant new compliance and reporting obligations.
