Emily Crawford is a Senior Policy Specialist in Arnold & Porter’s Legislative practice, where she supports clients navigating complex federal policy landscapes. She brings deep experience in education, housing, and government relations, with a career grounded in advancing equitable opportunities for communities nationwide.

Before joining Arnold & Porter, Emily served as Director of Federal Advocacy at VECTIS DC, where she led national advocacy strategies, engaged with congressional offices and federal agencies, and advised mission-driven organizations on policy development and coalition building. She previously held leadership roles at the National Council for Community and Education Partnerships (NCCEP) and GEAR UP, focusing on postsecondary access, student support programs, and long-term systems change. Emily has held leadership positions on the board of the Committee for Education Funding; secured strong support in several Appropriations bills; and led Washington, D.C. visits to Capitol Hill; several agencies, The White House, and the Kennedy Center.

Known for her collaborative approach and strategic insight, she works across sectors to help clients shape policy solutions that drive meaningful, generational impact.
