Freeman was quoted in the Lexology Pro article, “Trump’s deregulatory revolution far from certain.” The story discusses the Trump administration’s “preliminary outline” for regulatory overhaul and the challenges it may face in achieving lasting change through executive action alone.
Freeman noted that while the administration can use executive authority to “shrink, pause and limit” federal agencies, such as the Consumer Financial Protection Bureau (CFPB), without 60 votes in the Senate, it can only put them on a "hiatus" before potential revivals by future administrations. He said that the CFPB cannot be legally disbanded without statutory authority.
