Small businesses comprise a critical and growing portion of the government contracts marketplace, accounting for hundreds of billions of dollars in annual federal spending. Our attorneys represent clients on the vast array of small business issues that can arise. For instance, we help clients structure their businesses to comply with Small Business Administration (SBA) regulations, including affiliation, ownership, and control rules, to be eligible for SBA government contracting programs, including the Service-Disabled Veteran-Owned Small Business, HUBZone, Women-Owned Small Business, and 8(a) programs. We also have extensive experience in counseling large and small businesses on the risks and opportunities that SBA regulations and programs present for small and large firms alike, including those related to small business subcontracting plans, the North American Industry Classification System codes and size standards, the Small Business Innovation Research and Small Business Technology Transfer programs, mentor-protégé arrangements and joint ventures, and the unique small business issues that arise in mergers and acquisitions, among many other issues. Our attorneys also have extensive experience litigating size and status protests at SBA area offices, the SBA Office of Hearings and Appeals, and the U.S. Court of Federal Claims.
